Granting of temporary residence visa for retirees
Temporary residence permit granted by the Ecuadorian State to retired foreigners who wish to settle in the country and whose source of income is their retirement pension from public or private institutions located abroad. It is issued at the Zonal Directorates in Ecuador, Embassies (Consular Section) or Consulates of Ecuador abroad.
WHO IS IT ADDRESSSED TO ?
All foreign citizens who intend to settle in the country, who receive a pension from abroad whose amount allows them to cover the expenses of their stay.

WHAT DO I NEED TO COMPLETE TO PROCEDURE?
Mandatory Requirements:
Color photograph in JPG format, maximum one MB, 5 x 5 cms (2 x 2 inches), updated, with a white background, the facial expression must be neutral (preferably), or have a natural smile, with both eyes open.
Valid passport with a minimum validity period of six (6) months.
Original certificate of criminal records from the country of origin or where you have resided during the last five years, translated, apostilled or legalized. One hundred and eighty (180) days of validity will be taken into account, counted from the date of issue of the certificate until the last entry of the interested party into the country. Certificates issued by federal governments will be valid as long as they cover criminal records at the national level. Document required only for persons over 18 years of age.
Payment of the fee set by the human mobility authority; and,
Other documents that the authority requires in the cases that merit it.
Certify lawful means of livelihood in accordance with Ministerial Agreement No. 70, dated June 28, 2024.
SPECIAL REQUIREMENTS:
In order to be granted the category of retiree, in addition to the general requirements contemplated in the Organic Law of Human Mobility, the official supporting document that accredits the category of retiree must be presented, granted by the competent institution abroad that certifies the monthly payment of the pension from abroad for retirement in favor of the applicant, equal to or greater than three Unified Basic Salaries of the worker in general. This document must be apostilled if it has been issued in a country that is a party to the Hague Apostille Convention; and legalized if it has been issued in a country that is not a party to said convention.
Additionally, you must present national or foreign health insurance valid for the same period of the visa. If you are contracted with a foreign company, the policy or contract must indicate that you have coverage in Ecuador.
In order for the holder of this category to be able to cover other people, you must justify additional monthly income of two hundred and fifty (250) US dollars for each person covered.

1. Registration in the eVISAS System To access visa services, the applicant must register in the eVISAS system, fulfilling the established requirements. Likewise, they must accept the Responsibility Agreement regarding the use of information and the conditions of service, by which they declare the veracity of the data provided and authorize the Ministry of Foreign Affairs and Human Mobility to process their personal data.

3. Proof of lawful means of support.
Bank statements or certifications with an electronic signature issued abroad, will be
valid to prove lawful means of support, without requiring an apostille or legalization.
In cases where documents do not have an electronic signature, they must be notarized
and legalized or apostilled, as appropriate.

4.- Criminal record certificate issued by the country of origin or the country where
you have resided for the last 5 years. Valid for at least 180 days from the date of
issuance until your last entry into the country.

application, duly translated into Spanish, apostilled, or legalized, as appropriate.

been submitted, if the review of the documentation contained in the application to
obtain a migratory category reveals the need for additional elements to complement
or update the documents submitted, the interested party will be required to submit the
required documents,” YOU MUST ALSO SUBMIT YOUR STATE CRIMINAL RECORDS,
DULY APOSTILLED AND TRANSLATED INTO SPANISH.

After making the visa application, the first online payment must be made.
NOTE: this payment corresponds to the submission of the application and review of documents, the user will receive notification emails as the process progresses along with the electronic invoice of the payment made. The type of visa must be appropriately selected since this payment is NOT refundable.
Confirmation and follow-up of the process

Correction process
If the information submitted is incomplete or incorrect, you will receive a notification.
Follow the instructions and upload the requested documentation.
The time provided in the regulation to carry out this process is 10 working days.
If applicable, CESDI will inform whether or not a face-to-face or virtual interview is required.
Make payment
Once the application is approved, you can make the payment for the visa and ID order, depending on the type of visa requested. For now, it can only be done online; later, the face-to-face channel will be increased at authorized bank offices.
You will receive a notification of the payment in your email along with the electronic invoices for the amounts paid by the user.
ISSUANCE OF VISA AND ID ORDER
Once the second payment has been made,
the visa and ID order will be automatically generated, if applicable.

WHAT IS THE COST OF THE PROCEDURE?
Visa application USD $50, Visa granting USD $270. VAT is not charged
A 50% exemption applies for senior citizens (65 years and older), nationwide.
A 100% exemption applies nationwide, for people with a disability equal to or greater than 30%, presenting the disability card issued by the Ministry of Public Health of Ecuador.
